The U.S.–China Economic Security Handbook
Sanctrust · 2026-10-21
Sanctrust, with assistance from Shi Shenchang, a Shanghai-based attorney qualified to practice in New York and the PRC, has prepared the U.S.–China Economic Security Handbook: a comprehensive overview of China-related sanctions, export controls, investment restrictions and Chinese countermeasures, with related EU and UK perspectives.
The handbook brings these interconnected measures together in one practical reference. It is intended to help legal, compliance, finance and business teams understand a complex economic security landscape and identify the questions to ask before proceeding with a transaction or changing an existing relationship.
What the handbook covers
The October 2026 edition is organized around four areas:
- United States restrictions: financial sanctions, export controls, import controls and investment screening.
- Chinese measures: the legislative and institutional framework, sanctions, countering foreign extraterritorial jurisdiction, export controls, regulatory access and foreign trade measures.
- Other jurisdictions: related European Union and United Kingdom measures affecting China-related business.
- Compliance considerations: practical scenarios involving supply restrictions, sanctions clauses, payments, information requests, business withdrawal and coordination between headquarters and local teams.
From individual rules to practical decisions
The handbook looks at how different restrictions interact in business situations. Its final section considers questions such as how a group implements a headquarters-directed supply restriction, evaluates contractual performance, handles payment obstacles or responds to requests for information from foreign authorities.
The aim is to help readers recognize where a decision needs further analysis and coordinate the relevant legal, compliance and business teams.
